The company was started in 1995 by Richard Fenton and Neil Holloway who had a vision to build a company that could provide a broad range of civil and structural engineering design services from highly motivated and talented design professionals working within a progressive and creative environment. Fenton Holloway are now part-owned by our employees, in the form of an Employee Owned Trust.
We aim to provide the highest quality service to clients by applying appropriate and economic engineering solutions for the most demanding of commissions through imaginative design, critical review and rigorous analysis. We are ISO 9001:2015 certified and now proudly ISO 14001:2015 certified.
What We Do Best
Quite simply, it’s structural engineering design in all its forms.
Our expertise covers all civil and structural engineering aspects of buildings, marine and civil structures, bridges, restoration and special structures such as tensile membranes, cable nets, deployable buildings and quite a lot more besides.
We have long been at the forefront in using of powerful analytical, 3D modelling and CAD software to assist us in substantiating, illustrating and communicating our concepts and designs. We design the structures, not the computer.

After graduating from Bath University in 1974 with a BSc in Building Engineering, Richard Fenton’s early career was with Freeman Fox and Partners. In 1975 he founded Roughton and Fenton with offices in London, Bristol and Cardiff, which flourished for 14 years before merging with Acer Consultants in 1990 (formerly Freeman Fox & Partners, latterly Hyder Consulting). He was Managing Director of the structures division for 5 years before leaving to start Fenton Holloway on the purchase of Acer by Welsh Water plc. At Fenton Holloway he is the director responsible for strategy and management and also takes an active role in leading structural teams on projects in the UK, Middle East and Asia Pacific involving marine structures, repair and restoration of existing buildings or assessment of flood risk. Projects worked on include design of the marine facilities for the oil industry, quantitative survey of structures to define repair costs and restoration of wrought and cast iron bridges. He has also worked on the Stratford Market Depot for the Jubilee Line Extension, resulting in a BCI Award and British Steel Award (1997), the restoration of Clevedon Pier, which won a Civic Trust Award (1998) and the SS Great Britain Restoration, which won an I. Struct. E. Award for Heritage Infrastructure (2006). He is currently involved with various structural projects at several West-End theatres, complementing his previous work on the New Theatre in Cardiff.
Neil Holloway / Director

Neil Holloway graduated from the University of Bath in 1985 with an honours degree in Building (Structural) Engineering. Having previously spent several years working on engineering schemes in local government and with McCarthy & Stone on city centre residential developments he joined Roughton & Fenton Consulting Engineers as a graduate engineer progressing to Associate level. In 1990, Roughton & Fenton merged with Acer Consultants where as Technical Director, he was the principal designer on a number of major projects nationally (such as the award-winning Stratford Market Depot and Stratford Regional Station) and internationally (such as the Kuala Lumpur International Airport Terminal Building and the Japan National Large Telescope in Hawaii). In 1995, he left Hyder to form Fenton Holloway Ltd with Richard Fenton, which gave him the opportunity to further develop his passion for all things engineering and design related, and pursue a philosophy of creating a culture of developing the multifarious design and engineering skills required within the company. Neil is a ‘hands-on’ design engineer and has been involved in the concept, advice on or detailed design of well over a thousand projects including the London 2012 Olympics Basketball Arena (the largest ever demountable building used in the games). Neil is the long-term adviser to MUTA (Made Up Textiles Association) on CEN (European) Technical Committee (TC152) for Tents and Temporary Buildings, is an occasional visiting tutor at the University of Bath Dept. of Architecture & Civil Engineering and has had several papers published in learned journals, most recently on the London 2012 Olympics Basketball Arena. Richard Fowles graduated from the University of Bath in 1991 with a BSc in Building Engineering, and after a grounding in structural engineering with a small West Country practice, he joined international consultants Hyder, rising from graduate to senior engineer working on restoration and new-build projects mainly in the UK. In 1999 He joined Fenton Holloway to work on historic building projects, tensile structures and long-span steel-framed buildings. Having risen to the role of Director, he now specialises in historic structures and restoration projects. Highlights have been work on The Museum of the Great Western Railway, which won a Special commendation in the competition for European Museum of the Year 2002, the restoration of the SS Great Britain here in Bristol (2006), the Tudor House Museum in Southampton (2012), both of which won awards, the restoration of the Grade 1 listed Highcliffe Castle and the ongoing work at Cardigan Castle. As well as using his expertise in assessment of historic structures Richard is still involved in a wide range of other work, with his breadth of thinking on solutions to a wide range of structural problems epitomising the creative ethos of the company.
